Background of the Study

In Minna Local Government Area, Niger State, initiatives to improve adult literacy are increasingly recognized for their potential to enhance small business management skills and overall economic performance (Lawal, 2023). Literacy is viewed not just as the ability to read and write but as a gateway to acquiring essential business skills such as financial management, record-keeping, and effective communication. By improving literacy, entrepreneurs can make informed decisions, manage resources more efficiently, and access market opportunities. These programs often integrate practical components that include numeracy, business planning, and modern management techniques, aiming to transform local small businesses into more competitive and sustainable ventures (Ibrahim, 2024). Despite these promising objectives, implementation in Minna faces significant challenges. Many adult literacy initiatives struggle with limited funding, outdated learning materials, and a shortage of well-trained instructors. Moreover, socio-cultural factors—such as a traditional focus on immediate income-generating activities—deter many small business owners from committing time to literacy programs (Aminu, 2025). Statement of the Problem

The shortage of educators with expertise in both literacy and business further exacerbates this issue, leading to suboptimal learning outcomes. Moreover, socio-cultural factors, including resistance to formal education among some business owners and time constraints imposed by the demands of running a business, contribute to low participation and high dropout rates.
